LISA B. GOODMAN
Lisa is a Delaware attorney, and was formerly a partner in one of Delaware's largest law firms, where, for over two decades, she represented clients in the areas of government relations and governmental infrastructure entitlements. Some of her areas of concentration include health care, transportation, biotechnology, construction, and non-profit issue advocacy. She has extensive experience in government relations, media strategy, community relations, and political and grassroots campaigns. Lisa is a former member of the Democratic National Committee, the former Vice Chair of the Delaware Democratic Party, and has served in various campaign functions for both federal and state political candidates. She is the founding President of Equality Delaware, Inc., and led the statewide strategy that resulted in passage of Delaware’s civil union law in 2011 and Delaware’s marriage equality law in 2013.

ELIZABETH “LIZZIE” LEWIS
Lizzie has experience in government relations and the public sector at both the federal and state level. Before becoming a lobbyist with 302 Strategies, she was a Budget Analyst at the Delaware Department of Health and Social Services, where she specialized in expenditure projections for the State’s Medicaid program. Lizzie also served as a Senior Fiscal and Policy Analyst in Delaware’s Office of Management and Budget, where her portfolio included budgeting for the State’s higher education institutions, the Department of Education, and Delaware’s K-12 education system. Prior to her work in Delaware, she served as a Legislative Correspondent on Capitol Hill for Senator Thomas R. Carper. There, she assisted Senator Carper on issues and legislation related to the energy, environment, transportation, agriculture and education. Lizzie returned to Delaware after achieving her master’s degree in Public Administration with a concentration in public finance and budgeting at the George Washington University. In addition to her work in the public sector, Lizzie has experience working for non-profits and political campaigns, where she gained knowledge in grass-roots organizing and policy implementation. As a native Delawarean, Lizzie is a proud Blue Hen, graduating from the University of Delaware (B.S.) in human services with a concentration in administration and policy.
Bria Greenlee
Bria Greenlee has experience in government relations, policy analysis, and administrative coordination. She recently earned her Juris Doctor from Delaware Law School and holds a Bachelor’s degree in Political Science from Neumann University. For the past two years, Bria has worked at 302 Strategies, where she supports clients through legislative tracking, regulatory analysis, stakeholder engagement, and policy development.
Before joining 302 Strategies, Bria worked as a Property Assistant with Media Real Estate, where she gained firsthand experience with leasing compliance and Delaware’s landlord-tenant laws. She also served as a Child Support Specialist with the Division of Health and Social Services, managing family support cases and ensuring program compliance.
Bria’s professional background is informed by her legal education, public service experience, and a deep commitment to advancing equitable policy solutions. Raised in Delaware from a young age, she is proud to serve the communities she calls home while continuing to grow her career in the public policy space.
Raymond D. Lewis
Raymond brings a wealth of experience in government and politics, along with a broad and trusted network across Delaware.
Before joining 302 Strategies, Raymond served as Director of Boards and Commissions in the Office of the Governor. In that role, he managed more than 2,000 appointed positions and provided guidance to nominees through the Senate confirmation process. Prior to his time in the Governor’s Office, he served as Assistant Secretary of the Delaware State Senate, where he developed a deep understanding of the legislative process. Earlier in his career, Raymond was the Executive Director of the Delaware Democratic Party, where he led statewide campaign strategy, coordinated outreach across diverse constituencies, and built strong grassroots networks.
A graduate of the University of Delaware with a B.A. in Communication, Raymond lives just outside Wilmington. He is also a passionate artist and finds creative expression through painting in his free time.
